The acquisition is exclusively set aside for small businesses, including HUBZone and Service-Disabled Veteran-Owned Small Businesses, with a size standard of 500 employees, and the North American Industry Classification System code is 314910 for Textile Bag and Canvas Mills. Each bag consists of an outer case made of 18oz vinyl-coated polyester in black, dimensioned at 48" x 13 3/8", with specific hardware including brass grommets and a white stencil marking “NFES 1040 KIT CRASH RESCUE,” and an inner tri-fold case with designated tool pockets, also constructed of black 18oz vinyl-coated polyester. The bags must be shipped to two locations: 48 units to Southern California Incident Support Cache in Ontario, CA, and 90 units to Great Basin Area Incident Support Cache in Boise, ID, with all deliveries required by November 30, 2026. F.O.B. destination terms apply unless F.O.B. origin is explicitly stated with shipping costs included. Quotations must include pricing for all items and be submitted via email to amy.tilley@usda.gov and matthew.cox2@usda.gov by 5:00 p.m. Eastern Daylight Time on July 10, 2026, with a mandatory subject line including the solicitation number. Offerors must complete and submit the SF-1449 form, Attachment 1 (Terms and Conditions), Attachment 2 (Offeror’s Information), and Attachment 3 (Past Performance Questionnaire), and be currently registered in SAM.gov to be eligible for award. Pricing submissions are a pass/fail gate; failure to include pricing for all items results in non-responsiveness. Evaluation will follow FAR 12.203, prioritizing the lowest priced offer that is technically acceptable and has acceptable or neutral past performance, assessed through CPARS data from the prior three years or three completed questionnaires if CPARS data is unavailable. Awards will be made as Firm-Fixed Price Purchase Orders. Contractors must comply with numerous FAR clauses

NISC IDIQ Base + 4 Option Year(s) Cargo Swivels & Lead Lines (AMENDED)
Solicitation # 1202SC26Q2716
This firm-fixed-price, Indefinite Quantity/Indefinite Delivery (IDIQ) contract is a total small business set-aside issued by the USDA Forest Service for the procurement of 6,000 lb. capacity cargo swivels (NFES 0286) and 12-foot lead lines (NFES 0380). The contract structure consists of a base year through December 31, 2026, plus four option years, providing a total potential duration of up to five years and six months. The requirement involves the purchase and delivery of these items to various National Incident Support Cache locations nationwide via FOB Destination shipping. A critical component of the procurement is the first article testing requirement, which mandates that the contractor provide three units of each item to the National Technology & Development Program within 14 days of the award for approval before production deliveries can commence. Technical specifications are stringent, requiring cargo swivels to maintain a safe working load of 6,000 pounds with an ultimate strength of at least 22,500 pounds and a functional temperature range of 0 to 140 degrees Fahrenheit. Lead lines must feature UV-stabilized plastic coating meeting specific military standards. The government will award the contract based on best value, evaluating price, technical acceptability, and past performance, though no tradeoffs will be conducted. Offerors must comply with various federal regulations, including the Buy American Act and Trade Agreements Act, and must submit electronic invoices through the Invoice Processing Platform. The solicitation has been amended to extend the RFQ closing date to September 14, 2026.
