Full Description

The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-SON-59933-R3, pursuant to Section 1602 of the Fish and Game Code to Jon Trappe. The project is limited to restoration of riparian and wetland habitat adjacent to the active Canyon Rock Quarry to offset impacts to open stream channel habitat, riparian habitat, and seasonal wetland habitat, which were removed without authorization from CDFW as part of quarry expansion activities. The County of Sonoma and North Coast Regional Water Quality Control Board also did not authorize the habitat removal activities and issued notices of violation to the Permittee. The restoration work consists of moving an existing berm to reconnect the headwater of the unnamed tributary to the restored wetland and stream channel, grading within a quarry detention pond to recreate wetland benches and form a seasonal wetland pond, recreation of a seasonal stream channel, disconnection of an existing culvert currently directing flow from the unnamed tributary into the quarry settling pond, construction of associated rock lined energy dissipators, and a two-phase revegetation of the newly restored riparian and wetland habitat. The unauthorized work within the quarry resulted in permanent impacts to the original stream channel, which included impacts to the following features: 0.09 acres (562 linear feet) of riparian habitat and 0.31 acres (293 linear feet) of wetland habitat. The project will restore on-site the stream channel that previously existed at the site, including restoring the following features: 0.39 acres (1,024 linear feet) of riparian habitat and 0.62 acres (298 linear feet) of wetland habitat. This restoration will result in an increase of approximately 0.30 acres (462 linear ft) of riparian habitat and an increase of approximately 0.31 acres (5 linear feet) of wetland habitat compared to what existed prior to the unauthorized impacts. Access and staging will occur within existing roads and developed areas within the quarry footprint. No water will be present within the work area during construction. The project will not result in any additional temporary or permanent impacts to riparian habitat or wetland habitat as the habitat was already removed as part of the unauthorized work described above.
