RQ032: EXPORT CONTROL OF TECHNICAL DATA
This item has technical data some or all of which is subject to export-control of either the International Traffic in Arms regulations (ITAR) or the Export Administration Regulations (EAR), and cannot be exported without prior authorization from either the Department of State or the Department of Commerce. VALVE, CHECK
Solicitation # SPE7MX-26-R-0077
The Defense Logistics Agency (DLA) Land and Maritime is conducting market research to establish an Indefinite Delivery Contract (IDC) for the procurement of nonpowered check valves, identified by NSN 4820-012984475. This requirement is intended to support recurring demands for the item, which is a critical application component with part number 9534011-1, specifically associated with Meggitt Aircraft Braking Systems. The anticipated contract structure involves a three-year base period with the possibility of adding one to four option years. While this current phase is a market survey and not a formal solicitation, the agency is gathering data regarding commercial item status, pricing, and delivery capabilities to develop a realistic future solicitation. The acquisition is subject to several stringent regulatory and technical requirements. It is governed by the Trade Agreement Act, and potential offerors must be mindful of the Berry Amendment and domestic material restrictions. Technical data associated with this procurement is subject to export controls under ITAR or EAR, requiring contractors to have approved Joint Certification Program (JCP) certification and DLA authorization to access controlled information. Furthermore, the contract mandates compliance with Cybersecurity Maturity Model Certification (CMMC) Level 2 and includes specific quality assurance provisions, such as tailored higher-level contract quality requirements, inspection and acceptance at origin, and adherence to specific sampling methods like MIL-STD-1916. Deliveries are expected within 360 days of an order, and no deliveries may occur prior to the issuance of a DD Form 1155.
