Solicitation SPE7M5-27-T-0417 is a fixed-price contract issued by the DLA Weapons Support Active Devices Division for the procurement of 45 units of fixed ceramic dielectric capacitors (NSN 5910001072660). The delivery is required within 164 days, with an original required delivery date of February 22, 2027, and a need ship date of April 6, 2027. Shipping is designated as FOB Origin, with the destination for both inspection and acceptance located at the DLA Distribution DDSP New Cumberland facility in Pennsylvania. The contract mandates strict adherence to quality and packaging standards, including MIL-DTL-39028 for capacitor preservation and MIL-STD-129 for marking. Sampling must follow MIL-STD-1916 or ASQ H1331, with a requirement for zero non-conformances in sample lots. A critical environmental restriction prohibits the intentional addition of mercury or mercury-containing compounds in the hardware, preservation, or packaging. Administrative requirements include electronic invoicing via the Wide Area WorkFlow system and compliance with various FAR and DFARS clauses, including those regarding the Buy American Act, Berry Amendment, and cybersecurity safeguarding of covered defense information.
