AI Contract Overview
The contract calls for the procurement of 62 units of a fixed electrolytic capacitor identified by NSN 5910-01-319-6789, with delivery due 168 days after award, FOB destination, and inspection and acceptance occurring at the delivery point at Robins Air Force Base, Georgia. The item is classified as a commercial product and must not exceed nine months in age at the time of delivery, with the actual date of manufacture permanently marked on each unit by the manufacturer. Packing and preservation must strictly adhere to MIL-STD-2073-1E and MIL-DTL-39028 for capacitors, using contractor-determined preservation methods designated as ZZ, while labeling must conform to MIL-STD-129, including 2D barcoding and special marking code ZZ for additional contractual requirements. Lead finish identification on each unit package is mandatory per IPC/JEDEC J-STD-609, requiring clear labeling of lead (Pb), Pb-free status, or other material attributes in accordance with specified paragraphs of the standard. Sampling for quality assurance follows MIL-STD-1916 or ASQ H1331 Table 1 with zero non-conformances expected in inspected lots unless otherwise specified, with critical, major, and minor attributes requiring verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. The manufacturer must be one of the approved sources listed, including Cornell-Dubilier, Rockwell Collins, or Sprague Electric. Packaging, marking, and shipping of hazardous materials must comply with applicable regulations including MIL-STD-129 and OSHA’s Hazard Communication Standard, with disclosure and labeling requirements applying to any substances not exempt under specific federal acts. Invoicing is required through WAWF, and the contract includes mandatory clauses addressing cybersecurity (DFARS 252.204-7012), trafficking in persons, employment eligibility verification, sustainable products, small business representation, and safeguarding of government information, with all offerors required to provide current UEI and CAGE codes. The solicitation explicitly prohibits ocean transport on non-U.S.-flag vessels unless a waiver is obtained from MARAD, and final invoices must include certification of compliance with this requirement. The contract is issued under simplified acquisition procedures and is awarded based on technical acceptability and price, with no formal evaluation factors or weighting criteria
