The Federal Bureau of Prisons (BOP) seeks contractors to manage and operate secure correctional facilities housing approximately 6,000 low-security adult male inmates, primarily criminal aliens with less than 90 months remaining on their sentences. Facilities must have between 1,200 and 2,000 beds each and be located in one of seven specified states: Arizona, Louisiana, Mississippi, Nevada, New Mexico, Oklahoma, or Texas. The contract requires the operator to be ready to accept inmates by the issuance of a Notice to Proceed, anticipated between January and May 2017, without delays from construction or renovation activities. The contract, potentially lasting up to 10 years, will be performance-based, follow American Correctional Association standards, and include a Special Housing Unit with at least 100 beds separate from the general population. Contractors must maintain a daily inmate population at or below 100% of the contract beds and may not house non-BOP inmates within the same perimeter. This is an unrestricted solicitation open to all responsible sources, including large, small, faith-based, and community organizations, with proposals due in late 2014. The BOP requires offerors to demonstrate verifiable experience managing secure correctional facilities for at least three continuous years as of the solicitation date. Environmental compliance is mandated, including submission of site-specific environmental impact information and adherence to NEPA guidelines, with an Environmental Impact Statement to be completed. Award decisions will be based on best value, and contractors must be registered in the federal Central Contractor Registration database.
