THIS REQUEST IS RESERVED FOR HOLDERS OF SUPPLY ARRANGEMENT # E60PV-19EQUI ONLY, FOR THE PURCHASE OF LABORATORY AND SCIENTIFIC EQUIPMENT.
Only Suppliers currently pre-qualified on Supply Arrangement E60PV-19EQUI have been invited to bid.
As a requirement of the Supply Arrangement, this notice is published on Government Electronic Tendering Service (GETS) for a period of 40 calendar days. The closing date published on this notice identifies how long the notice will be published. For the closing date of any solicitation under the supply arrangement, invited suppliers should refer to the solicitation documents.
Suppliers that do not have a Supply Arrangement for the supply of Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies with Public Works and Government Services Canada, cannot submit a bid. Any bids received from suppliers not pre-qualified on the Supply Arrangement will not be evaluated.
Suppliers may qualify under Supply Arrangement E60PV-19EQUI for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies, at any time. Interested suppliers should download solicitation document E60PV-19EQUI/D from CanadaBuys (SAP Ariba) and submit a response as per the requirements of the Request for Supply Arrangement.
Natural Resources Canada (Canmet Materials) has a requirement for the supply of 1 (one) Carbon and Sulfur Analyzer.
The mandatory technical criteria are:
ITEM CRITERIA REFERENCE IN THE TECHNICAL BID.
M1 The equipment must be CSA or ULC approved with visible markings and ESA certified.
M2 The equipment’s noise level during operation must be less than 65dB at a distance of 12” from the equipment.
M3 The equipment must be a countertop design. (Depth must not be greater than 32”) weight must not exceed 310 lbs.
M4 The equipment must accommodate various shapes and sizes of samples. (Solids, wires, powders)
M5 The equipment must meet or exceed the requirements of all relevant international standards for Carbon and Sulfur analysis using the combustion
fusion technique.
M6 The equipment must utilize an independent oxygen lance to supply pure oxygen directly to the interior of the crucible to assist with complete
combustion of the sample.
M7 The equipment must have a interfaced analytical balance for sample weight measurement.
M8 The equipment must perform in operating conditions of 15 – 35 °C; 20 – 80% rel. humidity (not condensing)
M9 The equipment must include a vacuum assisted furnace chamber auto-cleaning after each analysis
M10 The equipment must be capable of controlling back pressure to +\- 1mm Hg (absolute)
M11 The equipment must include a programmable automatic furnace cleaner with vacuum-assisted dust removal.
M12 The equipment must provide simultaneous measurement concentrations of Carbon and Sulfur in inorganic materials, ferrous and nonferrous
alloys, and refractory material samples by combustion - fusion technique.
M13 The equipment must be equipped with a heated dust filter for improved low-level sulfur recovery / precision
M14 The equipment must utilize solid-state infrared detection for both Carbon and Sulfur. (No moving parts)
M15 The equipment’s detectors must be independently heated to thermally isolate them from environmental temperature fluctuations for controlled
stability.
M16 The equipment must offer dual range infrared detection for Carbon / Sulfur and must have the capacity for automatic range selection.
M17 The equipment must utilize an incoming carrier gas scrubber consisting of heated copper oxide, for improved reliability of carbon measurements.
M18 The equipment must offer gas dose analysis for a minimum of three levels for Carbon
M19 The equipment’s sample analysis time must not exceed 40seconds
M20 The equipment must have a induction furnace (liquid cooled) capable of ramping from 0-100% power.
M21 The equipment’s induction furnace must be equipped with a liquid-to-air heat exchanger for cooling
M22 The bidder must confirm the stability of the equipment of staying within 0.5% RSD of the precision value.
M23 The equipment's carbon detection limits must be at least 0.0006 mg – 60 mg (0.6 ppm – 6 % for a 1g sample)
M24 The equipment's sulfur detection limits must be at least 0.0006 mg – 60 mg (0.6 ppm – 6 % for a 1g sample)
M25 The equipment’s software must runs on minimum windows 10 operating system
M26 The equipment’s software must be capable of controlling the furnace output from 0-100% power as a static setting or ramps.
M27 The equipment ‘s software must support both independent multipoint calibration and blank for each infrared detector. Drift correction of these
independent multipoint calibrations must also be supported.
M28 The equipment must be able to accommodate automation of sample loading, testing and analysis
M29 The equipment must have a collection software to control parameters for calibration and data processing.
M30 The equipment’s software must allow for data recall and recalculation and support an unlimited number of methods and standards.
M31 The equipment must have a multi-purpose real-time analysis result display. Display average, standard deviation, and relative standard deviation.
M32 The equipment's software must contain real-time service diagnostics including ambient charts of instrument temperatures, pressures, and
detector signal; manual control of solenoids and switches; automated leak checks; and network and communications diagnostic.
M33 The equipment must have ambient monitors for system diagnostics / maintenance.
M34 The equipment must be able to export files in excel or SCV formats.
M35 The bidder must offer free software updates for the life of the analyzer.
M36 The equipment’s software must allow for data recall and recalculation and support an unlimited number of methods.
M37 The bidder must provide direct manufacturing and sales/support of their product from a Canadian warehouse / support center. This instrument
will not be distributed through a third party.
The responsive bidder already holding a Supply arrangement for Laboratory and Scientific Equipment, Parts and Accessories, Services and Supplies from Public Works and Government Services Canada who meets the mandatory technical criteria with the lowest aggregate price will be recommended for contract award.
