The General Services Administration (GSA) intends to award a Design-Build (DB) contract to upgrade the fire alarm system at the Carl B. Stokes U.S. Courthouse, 801 W. Superior Avenue, Cleveland, OH.


The current fire alarm system was installed in 2001 and has exceeded its useful life. The main fire alarm control panel will be replaced and other components throughout the building will be repaired or replaced. Some of the smoke detectors need to be relocated to ensure correct separation distance from HVAC equipment. There are also pressurization issues in the stairwells and library atrium that may inhibit egress in some areas. This project will be designed to conform to applicable GSA Public Buildings Service Core Buildings Standards.


The award is anticipated in June of 2027 with substantial completion anticipated in November 2030. The estimated cost range is between $10,000,000 and $20,000,000. A $22,390.00 stipend will be distributed to the maximum of 2 unsuccessful short-listed offerors in Phase 2 that satisfy the terms of the Request for Proposal.  This is a negotiated, best value procurement. The contractor is to provide all management, supervision, manpower, equipment and supplies necessary for this project. The proposed contract is being solicited as full and open competition. The Request for Proposal is planned to be issued in late June 2026.
