Carnegie State Vehicular Recreation Area Waterline Leak Emergency Repair

The California Department of Parks and Recreation, through the Diablo Range District, is executing an emergency repair project at the Carnegie State Vehicular Recreation Area in San Joaquin County. The primary objective is to repair a broken underground potable water pipeline to restore essential water services for facility use and fire suppression. Due to its nature as a repair essential to public health, safety, and welfare, the project is classified as an emergency repair under Section 15269(b). The scope of work involves using hand tools to locate and verify the leak, followed by the use of hand tools and heavy equipment to excavate and expose the broken pipe. The contractor will remove the damaged sections and install replacement piping within the same footprint, subsequently backfilling the area with excavated soils. To ensure environmental compliance, the project incorporates best management practices including preconstruction surveys, the presence of a biological monitor, and the implementation of on-site sediment control measures.
