Solicitation # SPE4A7-26-T-750Y
Solicitation SPE4A7-26-T-750Y is a request for quotations issued by the Defense Logistics Agency Aviation for the procurement of two aircraft adapter bodies, identified by NSN 4933-01-591-6342. The required delivery date is July 16, 2027, with delivery to the DLA Distribution DDSP New Cumberland Facility. This procurement is a non-small business set-aside, though a price evaluation preference is available for SBA-certified HUBZone small business concerns. Notably, the government explicitly prohibits the use of additive manufacturing for these items, and any offers utilizing such processes will be ineligible for award. The contract mandates strict adherence to technical and quality requirements, including destination inspection and acceptance per FAR 52.246-2. Sampling must follow MIL-STD-1916, ASQ H1331, or a comparable zero-based sampling plan. Packaging and marking must comply with ASTM D3951 and MIL-STD-129, with DLA Master List requirements taking precedence. Due to the nature of the technical data, the contract is subject to ITAR and EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Additionally, the award requires compliance with CMMC Level 2 certification and DFARS 252.204-7012 for safeguarding covered defense information. Invoicing and payment must be processed electronically via Wide Area WorkFlow.

AI Contract Overview

The Federal Aviation Administration is seeking information for the replacement of failing Wenzel oscillators used in the Common Air Route Surveillance Radar system within the National Air and Space. These components are critical for setting frequency and initial phase noise in receiver channels. Due to high failure rates, the agency requires updated oscillators that meet or exceed the original specifications and strictly adhere to the Raytheon requirements documented in the H397343 Source Control Drawing to ensure system safety, reliability, and sustainability. The requirement consists of two units each of sixteen different Sprinter Crystal Oscillators across a range of frequencies from 213.833333 MHz to 229.500000 MHz. While no bids are being requested at this time, interested parties must submit electronic information not exceeding 20 pages to the designated point of contact. The primary goal of this acquisition is to maintain configuration management and reduce the overall life cycle costs associated with the Long Range Radars.

NO BIDS requested at this time Equal or better being sought (parts list has Wenzel component numbers - must be able to meet the Raytheon requirement for the CARSR) Please provide information on no more than 20 pages, electronically sent to POC 1. General: The FAA is acquiring components for the replacement of failing and costly devices currently fielded in the National Air and Space (NAS) for the Long Range Radars (LRR). Testing and evaluation of these replacement components is necessary to insure safety, reliability and sustainability while reducing the life cycle cost accrued by the government. 2. Background: The Common Air Route Surveillance Radar (CARSR) has two Wenzel Oscillators in each receiver channels (channel A and B). These oscillators are used to set the frequency and initial phase noise of the CARSR system. Stringent requirements have been set by the CARSR manufacturer, Raytheon, and documented in the H397343 Source Control Drawing. In mid-January 2015, AJW-142 was notified of the high failure rate of Wenzel oscillators. In order to maintain configuration management of our systems in the field and support of said systems through the FAA’s Logistic Center, the Wenzel oscillator must be updated. 5. Requirements: The components required are as follows: Qty Description 2 213.833333 MHz-SC Sprinter Crystal Oscillator 2 214.166667 MHz-SC Sprinter Crystal Oscillator 2 215.833333 MHz-SC Sprinter Crystal Oscillator 2 216.000000 MHz-SC Sprinter Crystal Oscillator 2 217.000000 MHz-SC Sprinter Crystal Oscillator 2 218.500000 MHz-SC Sprinter Crystal Oscillator 2 219.333333 MHz-SC Sprinter Crystal Oscillator 2 220.333333 MHz-SC Sprinter Crystal Oscillator 2 222.166667 MHz-SC Sprinter Crystal Oscillator 2 223.666667 MHz-SC Sprinter Crystal Oscillator 2 225.666667 MHz-SC Sprinter Crystal Oscillator 2 226.833333 MHz-SC Sprinter Crystal Oscillator 2 227.333333 MHz-SC Sprinter Crystal Oscillator 2 227.500000 MHz-SC Sprinter Crystal Oscillator 2 229.000000 MHz-SC Sprinter Crystal Oscillator 2 229.500000 MHz-SC Sprinter Crystal Oscillator If you're viewing this announcement from a source other than Federal Aviation Administration Contract Opportunities (FAACO), visit https://faaco.faa.gov/index.cfm/announcement/view/25043 to view the original announcement.
