Case 821F Z-Bar Tier 4 Wheel Loader manufactured by CNH America, LLC or Equal

This is a Pre-solicitation Notice for one unit of Case 821F Z-Bar Tier 4 Wheel Loader manufactured by the construction equipment division of CNH America, LLC or Equal to remove all snow from United States Coast Guard units in Valdez, Alaska. The solicitation will be issued utilizing procedures in FAR Part 11.104, User of Brand Name or Equal Purchase Descriptions; FAR Part 12, Acquisition of Commercial Items and FAR Part 15, Contracting by Negotiation. The solicitation is scheduled to issue on or about August 29, 2012 with a planned closing date of September 6, 2012. The Case 821F Z-Bar Tier 4 Wheel Loader manufactured by the construction equipment division of CNH America, LLC or equal must be delivered to United States Coast Guard Sector Field Office in Valdez, Alaska within 5 months or sooner after the award is made. The salient functional and physical characteristics essential to the Government are: a) This front end loader is required for the approaching winter season. b) Provide an industrial loader capable of moving 2000 tons of earth per hour. c) Capable of providing stable platform for an M-B Companies H2000 Loader Mounted Snow Blower or equivalent industrial snow blower that's capable of removing 2000 tons of snow per hour. d) Loader needs to have Weldco Beales WLKAT compatible coupler point. e) Unit also needs to have cold weather package installed which shall include the following: engine block heater, heated cab, engine oil heater and remote jump start. f) Loader needs limited slip differentials. g) Loader must have 4.0 cubic yard bucket. h) Loader must be equipped with ride control features. i) Loader shall have Service, Parts and Operators manuals. j) Loader shall have additional cab lighting. k) Loader shall be equipped with heavy counterweight. l) Loader shall be equipped with tire chains, 2 sets (4 tires). This will be a 100% Small Business Set Aside. The NAICS code is 333120 and the size standard is 750 employees.
