Category B Small Purchase Professional Services Prequalification- Statewide

The Commonwealth of Virginia Department of General Services Division of Purchases and Supply is soliciting statements of qualifications through RFQ-129401 to establish a Statewide Category B Pool of prequalified architectural and engineering firms. This pool will provide various public bodies with as-needed professional services, including architectural services, landscape architecture, and various engineering disciplines such as civil, MEP, structural, energy, LEED, geotechnical, and land surveying. The prequalification period is valid for one year, from January 1, 2027, through December 31, 2027. Eligible firms may offer their services statewide or within specific regions. Qualified firms will be evaluated based on personnel expertise, the qualifications of special consultants, geographic location relative to projects, responsiveness and timeliness, and past performance on projects of similar size and scope. The solicitation prioritizes DSBSD-certified micro businesses for projects with fees under 10,000 dollars and certified small businesses for projects between 10,000 and 80,000 dollars. Requirements for participation include registration in the eVA system, professional liability insurance, and the submission of specific documentation, including Forms AE-1 through AE-6 and a State Corporation Commission form. Selected contractors must provide quarterly electronic reports of total invoiced sales to the DPS Contracting Officer to avoid potential contract cancellation. All proposals must be submitted electronically via eVA by 1:00 p.m. Eastern time on November 9, 2026.
