The United States Agency for International Development (USAID) Mozambique plans to increase the total estimated cost of an existing contract with Chemonics International by $1,064,574 to enhance climate adaptation services in Mozambique. This adjustment is an amendment to the original $18,834,971 contract without extending the contract's period of performance, which concludes on November 24, 2018. Chemonics has demonstrated effectiveness in delivering these services under the current contract, and the additional funding will enable them to expand the scope of the climate adaptation work. The award will be made as a sole source, non-competitive action under the statutory authority AIDAR 706.302(b)(5) and 40 U.S.C. 113, which permits exceptions to full and open competition when it would negatively impact foreign aid programs. Specifically, this exception applies here because transitioning to a different provider would cause substantial additional costs or an unacceptable delay in service delivery. No solicitation package will be issued, and this notice does not solicit competitive proposals. Points of contact for inquiries are Brenda Valdes-Robles, Contracting Officer, and Faizallet Sultan, Acquisition and Assistance Specialist.

NOTICE OF INTENT (PRE-SOLICITATION NOTICE FOR A NON-COMPETITIVE ACTION): The United States Agency for International Development (USAID) Mozambique intends to make a sole source award of $1,064,574 to Chemonics International, Washington, DC, USA. The purpose of the award is, to increase the total estimated cost of an existing $18,834,971 contract with Chemonics to provide climate adaptation services in Mozambique. Chemonics will deliver the services by the end date of the existing contract: November 24, 2018. The original contract period of performance will not change. Chemonics International has developed a successful program delivering climate adaptation services in Mozambique under existing contract AID-656-C-14-00001. This increase to the total estimated cost of the contract will allow Chemonics to deliver more of the climate adaptation services specified in the original contract. The statutory authority permitting this award without providing full and open competition is AIDAR 706.302(b)(5); Citation 40 U.S.C. 113, Impairment of Foreign Aid Programs, which states that full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation. The following applies in this case, allowing exception to fair and open competition: "An award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays." No solicitation package will be issued. This notice of intent is not a request for competitive proposals. Please refer any questions to Brenda Valdes-Robles, Contracting Officer at brobles@usaid.gov or Faizallet Sultan, Acquisition and Assistance Specialist, at fsultan@usaid.gov .

2026 Regional Transportation Plan & Sustainable Communities Strategy
Solicitation # NOC-2026-RTP-SCS
The San Joaquin County Council of Governments is preparing the 2026 Regional Transportation Plan and Sustainable Communities Strategy to guide transportation investment and land use planning across the region through 2050. This plan will update regional goals and policies to address evolving mobility needs, integrate transportation with housing and land use strategies, and align with state mandates to reduce greenhouse gas emissions under SB 375. Multiple growth scenarios will be evaluated to determine the most effective mix of projects and policies that achieve emissions targets while supporting equitable, accessible, and sustainable transportation options. The plan will also serve as the foundation for the Regional and Federal Transportation Improvement Programs, ensuring alignment with federal requirements and state climate objectives. As the designated metropolitan planning organization for San Joaquin County, SJCOG is responsible for developing a legally compliant Sustainable Communities Strategy that demonstrates how integrated planning can meet regional GHG reduction targets. The effort will involve extensive public engagement, data analysis, and coordination with local jurisdictions, transit agencies, and state entities to prioritize projects that enhance connectivity, reduce vehicle dependency, and promote affordable housing near transit. The Senior Regional Planner and Supervising Planner are the primary points of contact for this initiative, overseeing the technical development and community outreach components of the planning process. The plan is forecasted to be released in June 2026 and will inform transportation programming and funding decisions for the coming decades.
