Nature of Requirements:
TITLE: CCGS Jean Goodwill Dry-Docking Refit
SECURITY
There is no security requirement related to this procurement.
DESCRIPTION:
The Department of Fisheries and Oceans has a requirement for the dry-docking refit of the CCGS Jean Goodwill as detailed in Annex A Statement of Work.
Potential bidders requiring a copy of the complete technical data package are to submit an email request directly to the Contracting Authority.
SOURCING STRATEGY
The sourcing strategy relating to this procurement will be limited to suppliers in the area of origin (Eastern Canada) of the vessel in accordance with the Shipbuilding, Repair, Refit and Modernization Policy.
WORK PERIOD:
Start: May 1, 2023 End: July 10, 2023
The vessel will be unmanned during the work period and will be considered to be out of commission.
BIDDERS CONFERENCE:
A bidders' conference will be held onboard the vessel on February 22, 2023 at 74 Esplanade St. in Sydney, NS. The conference will begin at 1:00 PM local time. Bidders are requested to communicate with the Contracting Authority before the conference to confirm attendance. Bidders should provide, in writing, to the Contracting Authority, the name(s) of the person(s) who will be attending and a list of issues they wish to table no later than four (4) working days before the scheduled conference.
SITE VISIT:
It is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 74 Esplanade St. in Sydney, NS on February 21 and 22, 2023. The site visit will begin at 9:00 am local time.
Bidders must communicate with the Contracting Authority no later than 3 working days before the scheduled visit to confirm attendance and provide the name(s) of the person(s) who will attend.
Bidders attending the site visit and bidders’ conference must note that personnel access to the vessel is subject to National Standard Operating Procedure 527 and 528.
BID SUBMISSION REQUIREMENTS:
Suppliers are encouraged to submit bids electronically using the Canada Post Corporation’s Connect application for the subject bid solicitation. This service allows suppliers to submit bids, offers and arrangements electronically to PWGSC Bid Receiving Units. This online service enables the electronic transfer of large files up to Protected B level.
Bidders are to note that hard copy bids will not be accepted. Bids must be delivered to the PWGSC Bid Receiving Unit by Canada Post Corporation Connect or by facsimile.

The requirement is subject to the Canadian Free Trade Agreement (CFTA)
