The Department of Justice's Justice Management Division, Library Staff, seeks to acquire an online, division-wide subscription to selected legal titles provided exclusively by Wolters Kluwer Legal & Regulatory U.S. This subscription includes access to critical resources such as the VitalLaw and Almanac of the Federal Judiciary, covering a broad spectrum of legal topics like Administrative Law, Civil False Claims, Torts, Judgment Enforcement, Antitrust law, and Section 1983 Library, among others. Due to the proprietary nature of these publications, Wolters Kluwer is identified as the sole responsible source under statutory authority 41 U.S.C. 253(c)(1), and thus, no competitive solicitation is formally issued at this time. Interested parties must submit written responses within fourteen days from the posting date, providing detailed documentation and pricing information demonstrating their capability to fulfill the requirements. These responses will solely serve to inform whether the Department should pursue a competitive procurement and will not be treated as bids or proposals. The contract aims to supply Department of Justice locations nationwide, with submissions directed via email to the designated point of contact by the stated deadline. The decision to proceed with or forego competition remains at the Government’s discretion.
