Full Description
The Department of Justice (DOJ), Justice Management Division, Library Staff intends to procure from Wolters Kluwer Legal & Regulatory U.S., an online division-wide subscription to selected titles in VitalLaw and Almanac of the Federal Judiciary via internet access. Due to the proprietary nature of the publications, CCH Wolters Kluwer is the only known source. Coverage includes Litigation Integrated Library, including titles covering Administrative Law, Civil False Claims and Qui Tam Actions, Harper, James & Gray on Torts, Judgment Enforcement, New Wigmore, and Almanac of the Federal Judiciary. The collection also covers extensive coverage of authoritative sources and specialized tools on Antitrust law as well as the only provider for Antitrust Law insights by Phillip Areeda and Herbert Hovenkamp as well as the Section 1983 Library. The statutory authority for the proposed procurement is 41 U.S.C. 253(c)(1), only one responsible source. This is not a formal solicitation, however, interested concerns must respond within fourteen (14) days from the date of this synopsis with written documentation, detailed data and pricing information, which clearly demonstrates their ability to perform the requirement. Responses received as a result to this notice of intent shall be considered solely for determining whether to conduct a competitive procurement. Responses will not be considered as either bids or proposals.
A determination by the Government not to open this requirement to competition based upon the written responses to this notice is solely within the discretion of the Government.
