JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION FAR 6.302 �1. Identification and description of Action Being Approved: Prepared by GSA, PBS, Acquisition Management Division, Program Support Branch (7PQA). This justification is for other than full and open competition for training of the GSA Leasing Division for the Office of the Regional Administrator General Service Administration in Fort Worth, Texas. �2. Description of Services Required: General Services Administration Office of the Regional Administrator has a need for training in the GSA Leasing Division. This document shall serve as the Justification and Approval for Other Than Full and Open Competition. There is only one responsible source and no other supplies or services will satisfy agency requirements. General Services Administration, Public Building Service, Greater Southwest Region, Realty Division is requesting a certification training course from the Certified Commercial Investment Member (CCIM) Institute, for the Region's Leasing Contracting Officer's. Certified Commercial Investment Member is a recognized expert in the commercial and investment real estate industry. The courses offered by CCIM leading to the designation are specific to the vendor and CCIM. The CCIM Financial Analysis for Commercial Investment Real Estate is only provided through CCIM. CCIM is part of a global commercial network of leasing professionals, brokers, investment counselors, asset managers, appraisers, property managers, corporate real estate executives and developers. PBS as a land and property ownership organization that is active in the commercial leasing market, is highly engaged in the commercial real estate industry and needs to remain knowledgeable and trained in its practices and industry trends. The PBS, Greater Southwest Region's Leasing Contracting Officer position are directly responsible for a commercial real estate portfolio of 34.2 million square feet in 1,343 assets in five states. The CCIM training offers comprehensive training which allows Leasing Contracting Officers the ability to make better financial decisions in support of effectively managing the inventory. The R7 Acting Regional Commissioner has approved this training under this specific designation. For this requirement, the Independent Government Estimate (IGE) is $29,175.00. �3. Identification of Statutory Authority: This acquisition is conducted under the authority of the 41 U.S.C. 253(c). �4. Demonstration that the Acquisition Requires the Use of the Authority Cited: Pursuant to FAR 6.302-1, only one responsible source and no other sources will satisfy agency requirements. See Paragraph 3 above. �5. Description of Efforts to Solicit as Many Offers as Practicable: As required by 6.302-1 (the justification shall be posted at award. Certified Commercial Investment Member Institute's unique qualifications are based in the institute's expertise in the commercial and investment real estate industry. CCIM has a global presence in the commercial real estate market further provides its own certification that is recognized by a worldwide community of leasing professionals, brokers, investment counselors, asset managers, appraisers, property managers, corporate real estate executives and developers. The CCIM Institute is the only organization that provides this designation. CCIM is the only known source of supply for the certification and cannot be acquired from alternative sources. Pursuant to FAR Part 6.302-1 (a)(2)(i)(B) the supplies or services are not otherwise available to the Government �6. Demonstration that the Anticipated Cost will be Fair, Reasonable and Represents the Best Value: This procurement will be negotiated with CCIM based on comparison with the Independent Government Estimate. �7. Description of Market Survey Conducted: See No. 4, 5, and 6, above. �8. Other Facts Supporting Other than Full and Open Competition: See No. 4 above. �9. List of Sources that Expressed an Interest in this Acquisition: N/A. Statement of Actions to Overcome Barriers to Competition: There are no actions to be taken by GSA to remove or overcome barriers to competition on this procurement. CCIM Institute is the only provider of the certification and no other source will satisfy agency requirements. �10. Statement of Accuracy and Determination: The Contracting Officer certifies by signature below that the information contained in this justification is accurate and complete to the best of their knowledge and belief. Upon the basis of the foregoing findings, I hereby determine that the need for the above cited supplies/services is available from only one source and that the Government would be seriously injured unless permitted to proceed.
