CCT, Roger’s Bar Church Restoration

The Confederated Tribes of the Colville Reservation is soliciting proposals for a comprehensive design-build project to restore the historic Roger’s Bar Church. The scope of work encompasses design, engineering, preconstruction, construction, testing, and closeout, organized into three priority phases: arresting decay through immediate stabilization, performing priority repairs for life safety and envelope preservation, and implementing user serviceability and structural preservation alternates. The project is based on an existing conditions assessment and requires the design-builder to prioritize the retention of historic materials and coordinate with applicable agencies for historic-preservation reviews. A rough-order-of-magnitude planning budget of $526,000 has been identified for the project. Proposals must be submitted electronically by December 4, 2026, and will be evaluated using a 100-point scoring matrix focusing on staff qualifications, firm qualifications, project approach, fee proposals, and Native ownership. The selected firm will be required to provide payment and performance bonds, maintain comprehensive insurance, and adhere to strict confidentiality and reporting requirements, including daily construction logs. Payment will be processed via monthly applications including subcontractor invoices and lien waivers. The final contract form will be negotiated following a selection process involving a committee review and interviews.
