CDBG and CHIP GRANT WRITING/ADMINISTRATIVE and RELATED GRANT SERVICES ¿ STATE AND FEDERAL PROJECTS

The Bryan County Board of Commissioners is seeking statements of qualifications and proposals from consulting firms to provide grant writing and administrative services for FY2027 and FY2028 Community Development Block Grant (CDBG) and HUD HOME Investment Partnership Community Housing Improvement Programs (CHIP). The primary objective of these services is to support the construction of new housing, housing reconstruction, and rehabilitation of homes within the Groover Hill Community Target Area, with the potential for wastewater line installation. The selected consultant will be responsible for preparing grant applications and Environmental Review Records, assisting architects and engineers with bid documents and openings, and managing Davis-Bacon labor compliance through weekly payroll reviews and employee interviews. Proposals must be submitted in sealed hard copy by November 16, 2026, at 2:00 PM EST to the Finance Director in Richmond Hill, Georgia. Evaluation criteria include the firm's history, HOME and DCA grant experience, current workload, capacity to complete the scope of work, and proposed fee structure for both grant writing and administration. The contract is subject to extensive regulatory requirements, including the Build America, Buy America Act, Section 3 of the HUD Act of 1968, and various civil rights and accessibility laws such as the Americans with Disabilities Act and the Fair Housing Act. All contracts must also adhere to the provisions prescribed by the Georgia Department of Community Affairs.
