The Naval Sea Systems Command (NAVSEA) plans to award modifications to existing Firm Fixed Price contracts for the Cooperative Engagement Capability (CEC) Production with Raytheon Integrated Defense Systems in St. Petersburg, Florida, using other than full and open competition. These modifications will support continued CEC production through fiscal year 2016. The decision to award these contract modifications on a sole-source basis is based on Raytheon IDS being the only supplier capable of meeting the Navy’s current production requirements, while a competitive procurement is anticipated to occur in FY 2015. The competitive contract award is expected to allow the successful offeror approximately 18 months to achieve full production capability. The CEC system significantly enhances naval battle force Anti-Air Warfare by networking sensor data across participating units, thereby improving overall situational awareness and enabling more effective engagement strategies. NAVSEA is issuing this notice under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302 to justify sole-source contracting. Although the current notice is not a solicitation for competitive proposals, interested parties may submit capability statements or unsolicited proposals within 45 days, which will be considered in determining whether to proceed with competition. The contract actions will be performed in St. Petersburg, Florida, with the contracting office located at the Washington Navy Yard, DC. This procurement seeks to maintain uninterrupted CEC production capability while transitioning to a fully competitive acquisition, ensuring the Navy’s operational requirements are met without delays. Inquiry contacts include NAVSEA contract specialists Patrick Loftus and Christopher Covalt.

The Naval Sea Systems Command (NAVSEA) intends to utilize other than full and open competition to award contract modifications to the current Firm Fixed Price (FFP) Cooperative Engagement Capability (CEC) Production contracts with Raytheon Company Integrated Defense Systems (IDS), 1501 72nd Street, North, P.O. Box 12248, St Petersburg, Florida, 33170-2248. These modifications to existing contracts will provide continued CEC production through fiscal year (FY) 2016. NAVSEA, in cooperation with IWS 6.0, anticipates awarding a competitive CEC Production contract in FY 2015. It is anticipated that a successful offeror will take 18 months to have full production capability. To prevent unacceptable delays in CEC Production, the Government has deemed the issuance of these modifications necessary to fulfill the Navy's CEC production requirements. NAVSEA intends to award contract modifications resulting from this synopsis on a sole-source basis, under authority of 10 U.S.C. 2304(c)(1), as Raytheon IDS is the only company that can meet the Navy's current CEC Production requirement while the competitive contract is in the process of being completed. Cooperative Engagement Capability is a sensor netting system that significantly improves battle force Anti-Air Warfare (AAW) capability by extracting and distributing sensor-derived information such that the superset of this data is available to all participating CEC units. CEC improves battle force effectiveness by improving overall situational awareness and by enabling longer range, cooperative, multiple, or layered engagement strategies. This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce Online (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command Notice: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may respond to this synopsis with a letter of capability and interest, or may submit an unsolicited proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
