CEE Structural Load Frame procurement and installation

The United States Military Academy is soliciting a Firm Fixed Price contract for the procurement and installation of a customizable steel Structural Load Frame to be erected in Goethals Hall at West Point, New York. The scope of work includes the fabrication and installation of steel columns, beams, bracing, and slip-critical connections, with a performance period running from August 14, 2026, to August 13, 2027. The contractor is responsible for all materials and transportation, while the government will provide a 10-ton overhead crane and operator. All fabricated members must adhere to strict dimensional tolerances of plus or minus 1/32 inch. Award will be based on the Lowest Price Technically Acceptable (LPTA) basis. To be deemed technically acceptable, offerors must provide a signed and priced solicitation, an active AISC Quality Certification for the prime or subcontractor, and a detailed Tolerance Capability Statement explaining the machining and QA/QC processes used to meet the required precision. Proposals must be submitted to Shawn Valastro by August 18, 2026. Additionally, all contractor personnel must pass an NCIC II background check and comply with stringent security and antiterrorism training requirements for access to the West Point installation. Invoicing will be processed electronically via the Wide Area WorkFlow (WAWF) system.
