The Space and Naval Warfare Systems Center Atlantic (SSC Atlantic) in Charleston, SC, plans to increase the ceiling on an existing 8(a) set-aside commercial item Multiple Award Contract (MAC) by $51.5 million and extend its period of performance by six months, through January 3, 2015. This MAC, awarded to nine 8(a) firms—including Mercom, Inc., KIS Computers, Inc., and Strategic Communications, LLC—covers the supply of Commercial-Off-The-Shelf (COTS) PBX systems, routers, switches, related virtualization equipment, and incidental services such as equipment support, training, and repair. The extension allows additional time to solicit, evaluate, and award a follow-on contract, as the release of the next solicitation has been delayed. The MAC supports critical Department of Defense programs such as CANES, P8 Poseidon, Computer Network Defense Shore Program, and the Navy Parametric Solutions Program for USMC First Responders by providing rapid access to essential communications hardware and services. This procurement approach encourages efficient resource use, mission effectiveness, volume discounts, and cost savings, while promoting the participation of 8(a) vendors. Although this notice indicates intent to increase the contract ceiling and extend performance, it is not a solicitation for proposals, and the government retains discretion to proceed without competition. Questions or comments about this notice were to be submitted by early June 2014.
