Department of Commerce, U. S. Census Bureau, Suitland, Acquisition Division Room 3J442, Washington, DC, 20233 THIS IS AN INTENT TO SOLE SOURCE ANNOUNCEMENT PURSUANT TO FAR 6.302-1. THIS CONSTITUTES THE ONLY WRITTEN NOTICE, NO OTHER NOTICE OR SOLICITATION SHALL BE ISSUED AS A RESULT OF THIS NOTICE. The potential contract value is $65,000.00.The U.S. Census Bureau 2020 Census Directorate is responsible for planning and execution of the 2020 decennial census, the largest peacetime operation of the federal government. The U.S. Census Bureau is researching modern and cost efficient methods to conduct the 2020 census. The 2020 census is being completely reengineered to take better advantage of technology, management systems, administrative records and other changes to significantly improve the quality of operations, and to save costs to the taxpayers. The objective of this contract is to assist the Census Bureau in evaluating the new 2020 census design in the field, including an assessment of the 2015 Maricopa County AZ census field operation, and an assessment of the Census Bureau's Denver Regional Office remote management, including documentation of field operations in both sites. In addition, this contract will provide guidance and advice to the senior leadership on planning future field tests and conducting the 2020 census. The Contractor shall have a depth of knowledge and experience in decennial census operations including field operations, special place operations, non-response follow-up, address listing and canvassing, partnership activities, decennial communications activities, decennial recruiting and staffing, field geography, and Regional Census Center operations. The period of performance shall be from the date of award plus 12 months. The government anticipates awarding a Fixed Price contract using Part 15 Negotiated Competitive Procurement procedures. THE GOVERNMENT KNOWS OF ONLY ONE SOURCE: WILLIAM W HATCHER JR, CHARLOTTE, NC 28226. Interested parties may submit responses that demonstrate its ability to provide services in accordance with this announcement, which will be considered within 15 days of the posting of this notice. As a result of analyzing responses to this synopsis of intent to sole source, the Contracting Officer may determine that the action may be competed. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
