*** A correction has been made to RFI-03.*** The following sentence has been updated as follows: FROM: However, we anticipate the removal of the hardening requirement for the FDS and reduction of the hardening requirement to Level 1 (Threshold) and Level 2 (Objective) for the FS. TO: However, we anticipate the removal of the hardening requirement for the FDS and reduction of the hardening requirement to Level 3 (Threshold) and Level 2 (Objective) for the FS. **The Government anticipates releasing the new solicitation FA8105-24-R-B001 Jan/Feb 2024.** REQUEST FOR INFORMATION This is an RFI for market research purposes issued by the C/KC?135 Contracting Branch, AFLCMC/WLT at Tinker Air Force Base (TAFB). The United States Air Force (USAF) is requesting information pertaining to the Fuel Management System and the Flight Display System for the KC?135 aircraft. PURPOSE The purpose of this RFI-03 is to solicit industry options and possible solutions for providing a replacement of the KC-135 Fuel Quantity Indicating System and the Flight Display System. THIS IS A REQUEST FOR INFORMATION ONLY This RFI is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The Government requests that non?proprietary information be submitted in response to this RFI. However, should proprietary information be submitted, it should be marked - PROPRIETARY, and will be handled accordingly. The Government shall not be liable, or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. INFORMATION REQUESTED The original KC-135 CCR hardening requirement was established at Level 2 for both the Flight Display System (FDS) and the Fuel System (FS). However, we anticipate the removal of the hardening requirement for the FDS and reduction of the hardening requirement to Level 3 (Threshold) and Level 2 (Objective) for the FS. Thus, the government supports commercial solutions for the FDS, but expect the FS will require major modifications to meet requirements. Due to changes in the hardening requirement, the government is considering the following high level contract structure: EMD - Development/NRE: FPIF EMD - Developmental Material: FFP Production A/B Kits: FFP Installation: FFP Given the above information, would this preclude any interested parties from submitting a proposal? KC-135 Center Console Refresh (CCR) Revision 2
Solicitation # FA8105_CCR_Rev2
The KC-135 Center Console Refresh (CCR) Revision 2 is a procurement effort by the US Air Force Life Cycle Management Center (AFLCMC) at Tinker AFB to address critical obsolescence within the KC-135 Refueling Tanker aircraft. The program scope involves the development, testing, and integration of a modernized flight deck solution, specifically replacing the Fuel System, Flight Display System, and Integrated Processing Cabinet, while adding autothrottle systems. The objective is to provide a turn-key solution that improves supportability, maintainability, and future growth potential. The anticipated contract is a single-award Indefinite Delivery/Quantity (IDIQ) vehicle featuring a Cost-Plus Incentive Fee (CPIF) structure for Engineering and Manufacturing Development (EMD) and Firm Fixed Price (FFP) for Production and Deployment. The projected period of performance runs from July 2028 to June 2038, consisting of a 48-month base period followed by six one-year option periods. Proposals are due by November 9, 2026, at 12:00 PM CDT and must be submitted electronically via the Procurement Integrated Enterprise Environment (PIEE) portal. The government will utilize a tradeoff source selection process to determine the best value award. Evaluation factors are weighted such that technical strengths in exceeding requirements, technical risk, and past performance are collectively significantly more important than cost and price. Offerors must submit four distinct volumes covering technical, past performance, price, and contract data. Key requirements include maintaining an active DD2345 for access to controlled documents and adhering to strict facility clearance and accounting system standards, including DCAA pre-award surveys. The scope of work encompasses major milestones such as Preliminary Design Review (PDR) and Critical Design Review (CDR), as well as extensive qualification and flight testing.
