The Department of the Air Force, specifically the 354th Fighter Wing at Eielson Air Force Base, Alaska, is conducting market research through a Sources Sought notice to identify qualified contractors for on-call, critical emergency and scheduled maintenance and repair services for the Central Heat and Power Plant. The scope of work involves six coal-fired high-pressure power boilers, consisting of four Springfield Boiler Co. Model 1951 and two Indeck Keystone Energy Model 2013 units. Due to the extreme sub-arctic conditions at the installation, the requirement emphasizes rapid response, requiring a qualified technician to be physically on-site within 24 hours of notification and a Letter of Recommended Repair submitted within one business day following inspection. To be eligible, contractors must hold an active National Board R Stamp Certificate of Authorization and ensure all welding personnel are certified under ASME Section IX. All repairs must be inspected and accepted by a certified State of Alaska Boiler Inspector, with the contractor responsible for both scheduling and funding these inspections. The contractor must provide all necessary tooling, transportation, and equipment, as the government will provide no furnished property. Additionally, personnel must be vetted through the Defense Biometric Identification System and comply with all base HAZMAT and safety regulations. This is an informational notice to determine market capabilities and procurement strategy, and it does not constitute a formal solicitation.

3. DESCRIPTION OF REQUIREMENT

The 354th Contracting Squadron (354 CONS) at Eielson AFB, Alaska, is conducting market research to identify qualified, capable, and certified commercial contractors interested in providing on-call, critical emergency and scheduled maintenance and repair services for the Central Heat and Power Plant (CHPP) high-pressure power boilers.

A copy of the draft Performance Work Statement (PWS) is attached to this SAM.gov posting as Attachment 1. Vendors are strongly advised to review Attachment 1 in its entirety prior to responding.

3.1 Background & Plant Criticality

The Eielson AFB CHPP provides vital thermal heat and electrical power to all base facilities under extreme sub-arctic winter conditions (temperatures regularly dropping below -40°F). Unplanned boiler outages pose immediate life-safety, mission, and infrastructure failure risks. Consequently, repair response times and quality standards are non-negotiable.

3.2 Equipment Inventory

The requirement encompasses six (6) utility-grade, coal-fired high-pressure power boilers and their associated support systems:

  • Four (4) Springfield Boiler Co. Model #1951 coal-fired high-pressure boilers.
  • Two (2) Indeck Keystone Energy Model #2013 coal-fired high-pressure boilers.

3.3 Core Performance Scope (Refer to PWS Sections 1.0 – 2.5)

The contractor shall provide all management, personnel, labor, transportation, tooling, equipment, and certified materials to perform:

  • 24-Hour Emergency Physical On-Site Response: A qualified technician must be physically present on-site at Eielson AFB within 24 hours of initial call-out notification from the Contracting Officer (CO) or Contracting Officer’s Representative (COR).
  • On-Site Inspection & Letter of Recommended Repair (LRR): Submission of a detailed LRR (including root cause, part numbers, compliance citations, labor hours, lead times, and a firm-fixed-price proposal) within one (1) business day of inspection.
  • CO Notice-to-Proceed (NTP) Enforcement: No parts ordering or work beyond initial inspection may occur without formal written authorization from the Contracting Officer.
  • Full Boiler Envelope & Pressure Vessel Repair: Extensive repairs to include any and all associated piping related to boiler production but not limited to: welding, rolling, reshaping, and replacement of water wall tubes, superheater tubes, economizer tubes, generating tubes, pier tubes, front/sidewall/rear headers, superheater headers, mud drums, steam drums, power piping, blowdown drains, safety valves, hand holes, manholes, soot blowers, baffles, and gas passes.
  • No Government-Furnished Property (GFE/GFP): The Government will furnish zero tools, vehicles, facilities, tube rollers, or welding equipment (PWS Section 4.4).
  • Base Security & HAZMAT: Personnel must be vetted via the Defense Biometric Identification System (DBIDS) and satisfy Bioenvironmental Engineering SDS/HAZMAT approval processes prior to bringing materials on-site.

4. MANDATORY QUALIFICATION THRESHOLDS

To be deemed capable under this requirement, respondents must demonstrate compliance with the following mandatory qualifications (see PWS Section 3.0):

  1. ASME "R" Stamp: The prime contractor must hold an active National Board "R" (Repairs and Alterations) Stamp Certificate of Authorization.
  2. ASME Section IX Welder Certifications: All personnel executing welding and repair tasks must hold current certifications compliant with ASME Boiler and Pressure Vessel Code Section IX.
  3. State of Alaska Boiler Inspection: All repairs must be inspected and formally accepted by a certified State of Alaska Boiler Inspector. The contractor is solely responsible for scheduling and funding these inspections prior to invoice submittal.

Part II: Industry Feedback & PWS Comments

  • Identify any ambiguities, restrictive requirements, or commercial standard misalignments in the attached draft PWS (Attachment 1).
  • Provide feedback on proposed NAICS classification and potential subcontracting/teaming arrangements
