Centrex Telephone Lines Support & Maintenance

THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate and issue an order on a sole source basis with Frontier Communications, Durham, NC 27703 as it has been determined that the circumstances of the contract action deem only one source reasonable available. This notice is for NIEHS voice services for existing Centrex Telephone Lines for a base period of 3 months (9/1/2015-11/30/2015) and a one (1) year option period. The service for the NIEHS telephone lines operates from a DMS100 switch owned by Frontier Communications. Frontier Communications owns and manages all the communications equipment and software necessary to support the Centrex service to the existing desktop telephone sets. Additional services provided to NIEHS are as follows: Five Digit Dialing, SMDI Link which works on an FDDA voice grade circuit at the Frontier Central Office on a proprietary Nortel cable and wired directly to the Frontier modem rack. The SMDI link integrates with a 36 member UCD rotary hunt group and provides connection to the Voice Response Unit for the NIEHS inclement weather notification system, NIEHS Directory listing fees; Voice Grade Mileage for dedicated circuits connecting locations to provide immediate voice connection, automatic ring-down functionality and off-premises extension (OPX), Voice Mail - service for ~1,800 voice mail boxes, and New cable installations, cable terminations after renovations and existing cable relocations. Cable drops consist of Five (5) solid #24AWG copper, 4-pair count, 100 Ohm impedance, TIA/EIA-568A compliant, riser rated, Category 5E unshielded twisted pair, PVC non-plenum cables terminated in a 6-port multimedia outlet. One cable is split and installed on RJ-11 jacks in the top two ports; the remaining cables are installed on RJ-45 Category 5E 568B jacks in the remaining ports. This requires an order from NIEHS to Frontier with details of the specific telephone request. A technician is dispatched within 10-12 business days. The technician identifies the current telephone location and makes necessary changes in the NIEHS telephone closet(s) to complete the telephone request. This notice of intent is not a request for competitive proposals; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Evidence Partners. NAICS Code/Size is 517110/1,500 Employees. Award is subject to approval of Justification for Other than Full and Open Competition. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
