The Naval War College, under the authority of FAR 6.302-1 and USC 2304(c)(1), intends to award a sole source Firm-Fixed Price contract to Scott Swift to support the Combined Force Maritime Component Commander (CFMCC) course in Newport, Rhode Island. This contract is justified by the unique qualifications required for the senior fellow role supporting faculty for the course, which involves teaching and engaging with senior U.S. and foreign flag officers. The position demands a rare combination of professional education, operational maritime warfare experience at the Fleet Commander level, regional maritime issue familiarity, Naval War College mission understanding, and graduate-level teaching competence, which the sole source contractor uniquely possesses. The contract will be awarded without competition based on market research and a determination that only one responsible source meets the requirements. Though the intent is to award this sole source contract, interested parties are invited to submit their interest and capabilities by email by 5:00 PM Eastern on November 26, 2018. No formal solicitation will be issued, and quotations are not being requested, but responses will be considered. If no other sources respond by the deadline, the award will proceed to Scott Swift by December 1, 2018. The contract falls under NAICS code 611710 with a small business size standard of $15 million, and despite being a sole source acquisition, it is being solicited on an unrestricted basis to ensure fairness.

NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the Naval War College, Contracting Division, intends to award a sole source Firm-Fixed Price contract to Scott Swift. Under the authority of USC 2304(c)(1) pursuant to FAR 6.202-1(a)(2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. The Combined Force Maritime Component Commander (CFMCC) course will be taught in Newport RI to support regional maritime commanders and senior leaders attending (as students) and lecturing (as guest speakers) at the course. Because the course attendees are 1 and 2 star US and foreign flag officers, it is necessary to contract an individual who can serve as a senior fellow and support faculty for the courses. The qualifications for this position are unique in that they require a combination of professional education, operational experience in maritime warfare as a Fleet Commander (senior/executive levels), familiarity with the regional maritime issues, an understanding of Naval War College missions and functions, and competence in teaching at the graduate level. This acquisition is being solicited on an unrestricted basis. The NAICS code is 611710 with a small business standard of $15M. Even though the intent is for a sole source contract, all responsible sources may submit a quotation which will be considered by the agency. Quotations are not being requested and a written solicitation will not be issued. Interested persons may identify their interest and capability by responding to the requirement through email submission to Jason Hewitt (contact@example.gov) no later than 05:00 PM Eastern, 26 November 2018. If no responses are received by the above referenced date/time a sole source contract will be awarded to Scott Swift. The award date is estimated to be no later than 1 December 2018
