The U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA) intends to negotiate on a Sole Source basis (IAW FAR 13), with OI Analytical/CMS Field Products located at 2148 Pelham Parkway, Bldg 400, Pelham, AL, 35124, as the only responsible source that is capable of providing Supporting Equipment for the air monitoring Series 4000 MINICAMS. GC Plug-in Modules are required as follows: FPD-100 (Quantity 3 each) and GCF-100A (Quantity 2 each). OI Analytical/CMS Field Products is the only acceptable manufacturer of air monitoring systems compatible with the existing system used at the Center for Domestic Preparedness (CDP), Anniston, AL. The MINICAMS' supporting equipment is required to sustain a superior level of air monitoring proficiency at a facility located at the CDP. OI Analytical/CMS Field Products is the sole U.S. distributor of this equipment. An introduction of competing manufacturers' products is impractical and fiscally imprudent because of the Government's air monitoring configuration, protocols and standard operating procedures, all of which have been developed and implemented around the MINICAMS. This acquisition is being conducted under simplified acquisition procedures (IAW FAR 13). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 334519 with a Small Business Size Standard of 500 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Beth Farley at beth.farley@fema.dhs.gov. Statements are due by August 9, 2019 1500 hours. No phone calls accepted.

Service Agreement for Smiths Detection Lightweight Chemical Detectors
Solicitation # WX01783Y2026T
The U.S. Department of Homeland Security’s Federal Emergency Management Agency plans to award a sole-source service agreement to Smiths Detection for the continued support of twenty-four Lightweight Chemical Detectors currently in use at the Center for Domestic Preparedness in Anniston, Alabama. Smiths Detection is identified as the only vendor capable of providing a customized service agreement tailored to this existing equipment, necessitating non-competitive procurement under Federal Acquisition Regulation Part 13. The contract performance period extends through April 30, 2027, with an additional one-year option available. This acquisition falls under NAICS code 334519 with a small business size standard of 600 employees and carries no set-aside restrictions. Interested parties may submit technical capability statements via email in Microsoft Word or Adobe PDF format to Laura Harshbarger by July 6, 2026, at 4 PM EST, though no formal solicitation exists and responses are solicited only to evaluate the feasibility of competition. The government retains full discretion to proceed without competition regardless of submissions received. The point of contact for inquiries is Laura B. Harshbarger, with Gary Topper as a secondary contact; submissions must be sent exclusively by email, and no phone calls will be accepted. The contract will be administered by the Department of Homeland Security’s Preparedness section based in Washington, DC, with performance occurring at the Anniston, Alabama facility.
