The U.S. Coast Guard Surface Fleet Logistics Command is set to issue a commercial Request for Quotes (RFQ) exclusively to small businesses under NAICS code 336611, which applies to boat building and manufacturing, with a size standard of fewer than 1,000 employees. The procurement will follow FAR Part 12 and FAR Subpart 13.5 rules, focusing on drydock repairs for the USCGC ALBACORE (WPB-87309), an 87-foot patrol boat stationed at its home pier in Norfolk, Virginia. The solicitation, expected to be released around January 28, 2011, will be available only on the FEDBIZOPPS website, with no hard copies provided, although drawings can be requested on CD-ROM. The project’s performance period is 45 calendar days, projected to begin in May 2011, with a strict geographical restriction limiting repairs to facilities within 336 nautical miles of Norfolk, allowing 28 hours of transit time each way. The scope of work is extensive and includes ultrasonic thickness measurements, cleaning and inspection of various tanks and systems, examination and renewal of structural components like engine parts, shafts, propellers, and bearings, as well as preserving and repairing the hull, deck surfaces, and various mechanical and electrical systems. Additional tasks cover HVAC installation, welding by certified personnel, and other maintenance activities to ensure the vessel’s operational readiness. Contractors must monitor the FEDBIZOPPS site for the RFQ release and amendments, and performance evaluations will heavily consider past work. Questions and requests for information should be directed to the designated contract specialist, Sarah J. Rall.
