The U.S. Coast Guard is conducting a small business set-aside procurement for the drydock and repair services of the USCGC ALERT (WMEC-630), a 210-foot "B" class medium endurance cutter. This work will be performed at the contractor’s facility under NAICS code 336611, following FAR Part 12 and FAR Subpart 15 regulations. The solicitation, issued as a Best Value Request for Proposals, will prioritize Past Performance significantly over Price. The contract involves a comprehensive range of maintenance and repair tasks including dry-docking, hull plating preservation, tank inspections, shaft and bearing maintenance, system upgrades, and various structural, electrical, and mechanical repairs. The cutter’s availability for repair is 56 calendar days, approximately from June 13 to August 8, 2012, and this requirement is not geographically restricted. Contractors are advised to monitor the Federal Business Opportunities (FEDBIZOPPS) website for the solicitation release around March 10, 2012, with proposals due by March 23, 2012. No hard copies of solicitation documents will be issued, but CD-ROMs containing all drawings in Windows-compatible formats are available upon request. Joint ventures must provide past performance data on projects completed together; separate individual past performance documentation will not suffice. All welding and brazing must adhere to certified regulatory standards. For additional information or to request the CD-ROM, contractors may contact the designated Coast Guard representatives. The contract includes optional items such as composite labor rates, travel costs, and laydays, and reference documents can be reviewed at the procurement office in Norfolk, Virginia.
