April 14, 2026 Notification


  • Update: a list of all requested attendees shall be provided to the points of contact in this notice no later than 1500 EDT on Wednesday, 15 April 2026.
  • Questions pertaining to the draft RFP language or the documents provided will be provided to all potential offerors. 
  • Offerors must identify which questions divulge proprietary info about an offeror’s design or strategy for bidding, and these questions will not be released to other potential offerors.
  • Recommendations regarding language to add or changes to make to the RFP will also be provided to all potential offerors.  If offerors are making recommendations and including information about their particular company or bidding strategy, that information will not be included when that question or recommendation is shared with all potential offerors.  Such information must be identified by the offeror.

  • One-on-one sessions will be assigned within the timeframe 0800-1600, with no NAVAIR brief to all potential offerors.
  • Sessions are limited to companies that intend to submit a proposal as the prime contractors; however, those entities may include personnel from intended team members / subcontractors as part of their sessions.
  • Potential offeror to indicate if classified session is requested.
  • Virtual, unclassified sessions are available upon request.
  • Upon arrival, all attendees are required to check in at the reception desk with a valid ID or CAC card where they will receive an unclassified or classified visitor badge based on the requested clearance level of the one-on-one.
  • A list of all requested attendees shall be provided to the points of contact in this notice no later than 1500 EDT on Tuesday, 14 April 2026.
    • Visit requests for all attendees shall be submitted in DISS no later than 1500 EDT on Thursday, 16 April 2026, to verify clearance level. See DISS info below. Please ensure the request lists the EXACT DATE OF THE MEETING. Yearlong requests cannot be seen due to such a high volume. Unregistered attendees will not be permitted to attend the on-on-one.

March 26, 2026 Notification


Draft RFP documents are now available for access to potential offerors with an approved DD Form 2345.  Document access can be requested via this posting.


Only ONE point of contact (POC) for the requesting potential offeror will be provided access to solicitation documents.


In addition to the draft RFP documents access via SAM.gov, the technical library will be provided via DoD SAFE to the potential offeror’s requesting POC. Of note, the Government is updating the draft RFP to align with Revolutionary FAR Overhaul.  As a result, potential offerors should expect changes to the draft RFP.

The Government acknowledges the delay in access upon receiving an approved DD2345.  The Government is actively working this effort.


December 2, 2025 Notification


Naval Air Systems Command has elected to require respondents requesting access to the solicitation documents to provide a completed DD Form 2345 to the points of contact in this notice.  The form can be found at https://www.esd.whs.mil/Portals/54/Documents/DD/forms/dd/dd2345.pdf. Once review and approval of the form is completed, requestors will be notified to request access to the documents via SAM.gov and this notice. Original Notice


The Naval Air Systems Command, H-53 Heavy Lift Helicopters Program (PMA 261), intends to issue a full and open solicitation for a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract for the Electrical Optical (EO) / Infrared (IR) Sensor System for the CH-53K program. The contract will include non-recurring engineering, engineering support, program support, production (forward fit, retrofit, spare sensor systems and adapter plates (if necessary)), testing, logistics, data, and production reach back support.  This effort has an estimated performance period of approximately seven (7) years.  The place of contract performance is expected to be at the contractor’s facility.


Market research was conducted and as a result, this procurement will be full and open competition.  For more information, please reference N0001923R0093FLIRCOMPETITION.  This posting supersedes any previous posts on this effort.


This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. 



ANTICIPATED DRAFT SOLICITATION RELEASE DATE:


The Government anticipates releasing a draft solicitation on or about 2nd Quarter 2026. 



INDUSTRY ENGAGEMENT / INDUSTRY DAY:


The Government advises industry of its intent to conduct an Industry Day on or about 17 December 2025. Questions and/or feedback on the draft RFP should be submitted to the contacts below no later than 5 December 2025.  Further information will be under a separate notification.
