The Naval Air Warfare Center, Aircraft Division in Lakehurst, New Jersey plans to award a fixed-price, sole-source contract to SEAL DYNAMICS LLC for the acquisition of Engine Air Particle Protection Systems (EAPPS) Test Sets specifically designed for the CH-53K helicopter program. The initial contract will cover the purchase of three test sets to support the domestic NAVAIR CH-53K Program, with options for two additional units to support a Foreign Military Sales (FMS) CH-53K Program and two more for the domestic program. This sole-source procurement is justified under FAR 6.302-1 due to the unique requirement for this particular support equipment, which is only compatible with the CH-53K aircraft, and the lack of available data rights that would permit competition. Additionally, Donaldson Company Inc., the manufacturer, has no authorized distributors for this product, reinforcing the necessity for direct procurement from SEAL DYNAMICS. The contract solicitation number is N68335-26-Q-1050-1, posted on June 17, 2026, with a response deadline of July 2, 2026. This acquisition is not open to competitive proposals, and the government reserves the right to decide not to compete based on any responses to this notice. No set-aside applies to this procurement. Interested parties may submit information prior to the deadline, but the government will not pay for any submissions or be liable for any costs incurred before contract award. The primary point of contact for this procurement is Sara C. Baye, who can be reached via email for further inquiries.

This piece of Support Equipment is only used on the CH-53K series of helicopters, no other aircraft in the U.S. inventory utilizes these items. The Government does not have data or drawing rights to permit full and open competition. Furthermore, Donaldson Company Inc. does not have any authorized distributors for this product and thus is the only source for procurement of this item.

(THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The Government will consider all information received prior to the closing date of this notice.  A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government.  The Government will not pay for any responses received.  There are no commitments by the Government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
