Chacon Farms Project

The Chacon Farms Project, identified as Tentative Tract Map 39076, is a residential development initiative by the City of San Jacinto, California, to subdivide approximately 75.7 gross acres of agricultural land into a community featuring up to 419 single-family residential lots. The project includes the construction of new roadways, a traffic signal at the intersection of Cawston Avenue and Esplanade Avenue, and four open space lots equipped with parks, pickleball courts, shade structures, and picnic facilities. To facilitate this development, Ordinance No. 26-04 was adopted on August 5, 2026, amending the Zoning Map to change the designation of APNs 432-260-009, 432-260-026, and 432-260-027 from Rural Residential to Residential Low Density. The project has undergone extensive environmental review in compliance with the California Environmental Quality Act, resulting in a Mitigated Negative Declaration and a Notice of Determination filed on July 21, 2026, and August 10, 2026. Comprehensive studies were conducted covering air quality, greenhouse gas emissions, hydrology, noise impacts, and geotechnical conditions, with no recognized environmental conditions identified in the Phase I Environmental Site Assessment. Construction is scheduled to begin on July 1, 2025, with expected completion in 2027 and an operational year of 2029. Performance guarantees, such as bonds or cash certificates, are required to cover public improvements, and all archaeological and paleontological work must be performed by Registered Professional Archaeologists meeting federal and professional standards.
