The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award a firm fixed price IDIQ contract to Armtec Defense Technologies, Coachella, CA. The contract will procure an estimated quantity of 30,000 - 500,000 Chaff Expendable Countermeasures per year to satisfy both domestic and foreign requirements. This contract is planned to contain a five year ordering period to satisfy requirements for FY28 through FY32.


This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”


Armtec is the only contractor who possesses the manufacturing technology, infrastructure, capacity, and platform qualifications to complete all requirements detailed in the related Sources Sought Notice posted to SAM.gov on 07 August 2026. No other source has the technical qualifications and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government’s requirements.


THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice. Information received will be considered solely for the purpose of determining future competitive opportunities for this requirement.
