AI Contract Overview
The contract pertains to NSN 2540-124172097, Chain, Assembly, Tire, and is governed by a non-competitive acquisition authority under AMC “3” and AMSC “D,” indicating that the item can only be procured from two approved sources—Rud Ketten Rieger and Freedom Defense Group, LLC—due to the unavailability of sufficient technical data, economic feasibility constraints for reverse engineering, and the absence of viable alternative suppliers or adequate specification language to enable competitive bidding. The Defense Logistics Agency Land and Maritime is conducting a sources-sought market survey to identify additional qualified manufacturers, with responses required by May 7, 2026, to assess potential expansion of the approved vendor base. Any prospective supplier seeking approval must submit a Source Approval Request (SAR) package through DLA’s Alternate Offer/Source Approval Program, demonstrating technical equivalence or superiority to the original equipment manufacturer in quality, performance, and reliability. The item is expected to be procured as a commercial product under FAR Part 12, requiring vendors to provide commercial pricing, technical data sheets, and proof of prior non-government sales. Packaging must comply with ASTM D 3951, including mandatory RFID compliance for logistics tracking, while labeling requires the NSN and CAGE code. Delivery preferences favor F.O.B. Origin, and responses must include delivery timelines, minimum order quantities, inventory availability, and pricing tiers. The Contracting Officer is Sarah Harmon of DLA Land and Maritime in Columbus, Ohio, with remittance processed through P.O. Box 3990, Columbus, OH 43218-3990. The procurement environment is structured around a Firm Fixed Price model, with no formal evaluation weights or scoring system disclosed, and the potential for a future quantity option clause to allow for expanded order volumes. No specific inspection locations or acceptance criteria beyond regulatory compliance are detailed, and no accounting data such as TAS or AAC is provided, reflecting the pre-solicitation nature of this notice aimed at gathering market intelligence for a future procurement action.

The AMC/AMSC for the NSN listed above is “3/D” AMC "3" Items found to be procured from the actual mfgr or vendor, including a prime contractor who is the actual mfgr. " AMSC "D" The data needed to acquire these parts competitively is not physically available, it cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Rud Ketten and Freedom Defense Group are the only companies at this time that can provide these parts since it is not economically feasible for the government to reverse engineer the items at this time. Based on all available information provided to the Contracting Officer, no other source can provide this item. ----------------------------------------------------------------------------------------------------------
Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. All information may be submitted directly to the Contract Specialist listed above. This information must be provided by the response date indicated above. Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring. For further information, please reference the DLA Land Maritime web page shown below and click on the highlight: Alternate Offer/Source Approval Program for detailed explanation for the information and format necessary for a SAR and for the SAR approval process. http://www.landandmaritime.dla.mil/programs/altofferor/ Thank you in advance for your assistance.
