Chair of Research Ethics Board (REB) for the National Research Council Canada (NRC)

The contract engages an experienced individual to serve as Chair of the National Research Council’s Research Ethics Board for an initial two-year term from July 1, 2026, to June 30, 2028, with the potential for four additional two-year extensions, extending the possible tenure to 2036. The Chair will report to the NRC Senior Ethics Officer and provide leadership in overseeing the ethical review of research involving human participants, ensuring compliance with Canadian research ethics standards, including the Tri-Council Policy Statement, and maintaining adherence to NRC policies and procedures. The role requires extensive prior experience, including a mandatory minimum of ten years serving as Chair of a Research Ethics Board, and the candidate must hold a Government of Canada Reliability Status clearance at the time of award. English language proficiency is required, and French proficiency is considered an asset. The position is primarily remote but may require occasional onsite presence at the NRC’s Montreal Road campus in Ottawa, with travel expenses covered by the NRC. The contractor will be provided with a government-issued laptop for work purposes and must maintain daily time records, which are subject to verification and potential reimbursement adjustments if inaccuracies are found. The contract has a base period ceiling of $130,000 CAD, excluding taxes, with pricing for option periods required to be at least equal to the initial rate and not increase by more than 6% between periods. Proposals are evaluated on a trade-off basis, with technical merit weighted at 70% and price at 30%.
