The Bureau of Reclamation, Pacific Northwest Region, plans to award a purchase order for the supply and incidental installation of a 300 Kva utility transformer at the Chandler Power Plant in Washington. This procurement is not open for competitive quotes, as the agency has identified Benton Rural Electric Association as the sole capable source, due to their exclusive rights to modify their utility system to meet the specific design requirements necessary for this project. The goal of the project is to enhance the emergency electrical utility feed while reducing the arc flash hazard level, ensuring increased safety and reliability for the Chandler Plant’s electrical infrastructure. The acquisition will be conducted under Parts 12 and 13 of the Federal Acquisition Regulation, with a Justification for Other Than Full and Open Competition being prepared to formalize the sole-source determination. The contract is expected to be awarded during Fiscal Year 2016, with Don A. Riger serving as the primary point of contact for any inquiries. The associated NAICS code for this procurement is 334416, and oversight is provided through the Denver Federal Center of the Department of the Interior. The initiative reflects a strategic partnership with Benton REA to improve critical power delivery capabilities through both equipment supply and system upgrades.

Special Notice -- Notice of Intent This is not a request for competitive quotes. The Bureau of Reclamation, Pacific Northwest Region intends to award a purchase order for the supply of a 300 Kva utility transformer at Chandler Power Plant, Washington. The proposed purchase order is for a supply and incidental installation. Reclamation believes there is only one responsible source and no other source can satisfy the agency's requirement. A Justification for Other Than Full and Open Competition is being prepared in support of this purchase order. A determination by Reclamation not to compete this proposed procurement action is solely within the discretion of the Government. Reclamation is procuring this requirement pursuant to Parts 12 and 13 of the Federal Acquisition Regulation. Reclamation intends to award this purchase order during Fiscal Year 2016. Reclamation's goal is to increase the emergency electrical utility feed and simultaneously lower the arc flash hazard from 3 to 0 by working with Benton REA to upgrade the current electrical utility head in to the Chandler Plant. Reclamation believes that Benton Rural Electric Association is the only source that can successfully provide and install the needed transformer as they are the only entity with rights to alter their utility system to include design parameters for components thereof. Questions can be directed to Don A. Riger, Contract Specialist, at +1 (555) 000-0000, or contact@example.gov .
