AI Contract Overview
The National Institutes of Health Clinical Center in Bethesda, Maryland, intends to award a sole-source contract for Jewish Pediatric Chaplaincy Services to meet the spiritual care needs of pediatric patients, their families, caregivers, and staff within its research-focused hospital environment. The contract, identified by Notice ID 26-007097, will support a one-year base period beginning August 5, 2026, and ending August 4, 2027, with services encompassing faith-specific Jewish religious rites, pediatric spiritual counseling, interdisciplinary collaboration, staff support, administrative tasks, and on-call availability under the Spiritual Care Department. The requirement is classified under NAICS code 813110 for Religious Organizations and PSC R499 for Other Professional Support Services. The decision to proceed without competition is justified by the unique qualifications of Henrique Bass, whose proven expertise in pediatric chaplaincy, deep familiarity with the NIH Clinical Center’s research operations, and professional certifications ensure continuity of care critical to vulnerable patient populations. Although this is a sole-source action under FAR 13.106-1(b) or FAR 6.302-1, the government is permitting responsible sources to submit written capability statements by August 5, 2026, at 12:30 p.m. Eastern Time, to demonstrate their ability to fulfill the requirement. Submissions must include legal business details, Unique Entity ID, CAGE code, point of contact, business size under NAICS 813110, and any applicable socioeconomic designations, and must reference Notice ID 26-007097. All responses must be sent electronically to Shasheshe Goolsby, Team Leader of the Hospital and Laboratory Support Division, via the provided email; no telephone inquiries will be accepted. The government retains full discretion in evaluating submissions and maintaining the sole-source award, with the primary objective of preserving uninterrupted, high-quality spiritual care aligned with the specialized environment of the nation’s largest hospital dedicated to clinical research.

Notice
The National Institutes of Health (NIH), Clinical Center, intends to award a sole-source contract for Jewish Pediatric Chaplaincy Services. The contractor shall provide pediatric spiritual care, faith-specific Jewish religious services, counseling, interdisciplinary participation, staff support, administrative support, and on-call coverage for the Clinical Center Spiritual Care Department. The anticipated period of performance consists of a one-year base period with an anticipated start date of 08/05/2026 to 08/04/2027.
Requirement
The NIH Clinical Center (CC) is the world’s largest hospital dedicated solely to research. Located in Bethesda, Maryland, the CC provides clinical care and services to patients participating in human subjects research protocols of the Intramural Research Program of the National Institutes of Health (NIH). Services are provided in both inpatient and outpatient settings. The contractor is responsible for providing spiritual care services to CC patients, their families and caregivers as well as to CC staff. Spiritual Care at the CC is available to all regardless of religious belief or philosophical commitments.
Sole-Source Rationale
Henrique Bass is uniquely qualified based on his demonstrated pediatric chaplaincy experience; ability to provide faith-specific Jewish spiritual care; extensive knowledge of the NIH Clinical Center research environment; program management and information technology support experience; and professional chaplain certification. Continuity of care is essential for pediatric patients and families, and substitution would create unnecessary disruption to patient care and departmental operations.
