Characterization of the Mississauga Metals & Alloys (MMA) Waste Inventory

NATURE OF REQUIREMENTS:The Canadian Nuclear Safety Commission (CNSC) is seeking bids from qualified suppliers to supply professional services in order to characterize the waste contained within 18 sea containers and trailers at the former Mississauga Metals and Alloys site (located at 71, Middleton Street, Brantford, Ontario) for the purpose of the eventual disposition of the waste from the site. The waste is in mixed form as liquids and solids contaminated with low enriched uranium (LEU), consisting of acids, metals, crystallized solids, spent shot from sandblasting operations, and some equipment components and possibly other forms.The complete description of the work to be completed under this requirement is in the Statement of Work provided in Annex “A” of the Request for Proposals (RFP).It is intended to result in the award of one (1) contract. The project is broken down into two Phases, since the information gathered in Phase 1 (estimated duration of 5 months) will determine the type of information that needs to be collected in order to properly characterize the waste (Phase 2). The decision to proceed with Phase 2 (estimated duration of 4 months) will be made after reviewing the Work submitted in Phase 1.Interested bidders are required to submit their proposals in accordance with the instructions provided in this RFP.In case of a discrepancy in the terms used in the English and French version of this solicitation, the English version will take precedence.OPTIONAL SITE VISITIt is recommended that the Bidder or a representative of the Bidder visit the work site. Arrangements have been made for the site visit to be held at 71, Middleton Street, Brantford, Ontario N3S 7X1 on Friday September 9th, 2022. The site visit will begin at 10:00 AM (EDT), at the front parking lot.Scope: The visit will consist of walking around the site, including the exterior of the trailers containing nuclear substances. No trailers containing nuclear substances will be opened. Pictures of the interior of these trailers can be found in an appendix to the RFP. There is a locked building on site that will not be part of the visit. A CNSC technical authority and a CNSC contracting authority will be there to conduct the visit and answer any questions.Personal Protective Equipment: Safety boots will be required to walk around the site.Bidders are requested to communicate with the Contracting Authority no later than 2:00 PM (EDT), Wednesday September 7th, 2022 to confirm attendance and provide the name(s) of the person(s) who will attend. Bidders may be requested to sign an attendance sheet. Bidders who do not attend or do not send a representative will not be given an alternative appointment but they will not be precluded from submitting a bid. Any clarifications or changes to the bid solicitation resulting from the site visit will be included as an amendment to the bid solicitation.”CHANGES TO THE RFPInterested suppliers are strongly advised to subscribe to the Tender Notice Feed provided and explained above in order to keep track of all updates to this solicitation and ensure their bids meet with all updated requirements, if any.Should bidders consider that the specifications or Statement of Work contained in the bid solicitation could be improved technically or technologically, bidders are invited to make suggestions, in writing, to the Contracting Authority named in the bid solicitation. Bidders must clearly outline the suggested improvement as well as the reason for the suggestion. Suggestions that do not restrict the level of competition nor favour a particular bidder will be given consideration provided they are submitted to the Contracting Authority at least ten (10) days before the bid closing date.
