Chartering an oceanographic research vessel and crew, Fall Mission – Atlantic Zone Monitoring Program (AZMP)

Fisheries and Oceans Canada is seeking to charter an oceanographic research vessel, distinct from Canadian Coast Guard vessels, to conduct the annual fall survey of the Estuary and Gulf of St. Lawrence under the Atlantic Zone Monitoring Program. The mission requires a vessel of at least 46 meters in length capable of accommodating nine scientists and operating continuously for up to 14 days at sea, with mandatory equipment including a CTD winch rated for 1,000 meters, a crane with 2,000 kg lifting capacity, a -80°C freezer, and scientific acoustic systems operating at 38, 70, 120, and 200 kHz. The vessel must comply with Transport Canada marine safety regulations and possess valid STCW/MED certifications for crew, alongside a Safety Management Certificate and a Health and Safety Plan. Proposals must demonstrate compliance with technical criteria totaling 14 points across seven categories, including dedicated workspace, dry storage, laboratory space, freezer capacity, acoustic systems, rescue craft, and water access, with a minimum pass score of eight points required for consideration. The evaluation will weigh technical merit at 60% and price at 40%, with the award going to the highest combined score, not necessarily the lowest bid. The contract runs from award until March 31, 2029, with the primary operational period occurring between October and November each year, including a 16-day base charter and optional services up to 120 additional days. A fixed cost of $100,000 covers port and transportation expenses, while fuel and daily rates remain unpriced and to be determined by bidders. The place of performance is Quebec, excluding the National Capital Region, with mobilization and demobilization centered at Rimouski. Contractors must be Canadian or from eligible trading partners, must certify against forced labor, disclose any conflict of interest, and comply with Canada’s Integrity Policy, including prohibitions on contingency fees and bribes. Insurance must meet stringent standards, including P&I coverage through the International Group of P&I Associations and foreign insurers holding an A.M. Best rating of at least “A-”.
