This sole source acquisition, solicitation number SPRRA2-20-C-0031, was issued by the Department of Defense through the DLA Aviation office in Huntsville, Alabama, for the procurement of 42 units of Electrical-Electronic Equipment Chassis (NSN 5975-01-677-9177). The contract was awarded to Raytheon (CAGE 05716) as a one-time buy, with the place of performance located in Fort Bliss, Texas. The procurement falls under NAICS code 335931. The award was justified under FAR 6.302-1 and 10 USC 2304(c)(1) because Raytheon is the only responsible source capable of satisfying the agency's requirements. This determination is based on the item being a military unique requirement that requires specific engineering source approval and design control to maintain quality. Because there is no available technical data for competition and a previous sources sought notice yielded no responses, the acquisition relies on the manufacturer's existing unique design capability and manufacturing knowledge.
