The Government intends to procure three modular chassis units, identified by NSN 1430-01-089-4414 and Part Number 11456581, specifically designed for the M-D6 (Patriot) system, through a sole source contract with Raytheon Company (Cage Code 05716). The acquisition specifies a production lead time of 120 days following contract award, with deliveries designated for Chambersburg, PA. This sole source approach is due to the Government lacking ownership or rights to the technical data necessary for alternative procurement, and it being uneconomical to obtain such rights or to reverse engineer the part. The part requires engineering source approval from the design control activity to ensure quality standards are maintained. Communications regarding the acquisition must be directed in writing to the designated contract specialist, Tania S. Galloway, with no telephone requests accepted. While this is not a competitive solicitation, responsible firms capable of producing the item are encouraged to identify themselves and seek source approval for future opportunities through the specified SAMSAR website. The Government will consider any proposals received within a set timeframe after this announcement but maintains sole discretion on whether to pursue competitive procurement. The acquisition contains sensitive data restricted to Government agencies, and no related documentation will be released publicly with the solicitation.
