This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-35. This announcement constitutes the only solicitation and a written solicitation will not be issued. This synopsis, NAICS code 541711, is to notify contractors that the government intends to issue a Purchase Order in accordance with FAR Part 13.106 for the following specifications, under the simplified acquisition procedures. This solicitation is posted full and open to all qualified businesses and will be awarded as a Firm Fixed Price Purchase Order. Prospective offerors are responsible for downloading any amendments. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. The Food and drug Administration (FDA) has requested the purchase of a purified neosaxitoxin dihydrochloride to produce critical antibodies that are needed to develop test kits for detecting paralytic shellfish poisoning (PSP) toxins. Such a diagnostic tool is needed given the current lack of a field based detection method that accurately measures toxicity. Antibodies to neosaxitoxin, in particular, are needed because there are no antibodies available that cross react with hydroxylated forms of the PSP toxins (such as neosaxitoxin). The hydroxylated toxin forms, however, contribute greatly to overall toxicity. A minimum of 10 mg of neosaxitoxin is needed and the product must be >95% pure. The FDA requires the following items: I. Neosaxitoxin dihydrochloride a) It must be >95% pure. b) Only 10 mg of neosaxitoxin dihydrochloride are needed. FOB: Destination DELIVERY SCHEDULE: 90 days after date of order DELIVERY LOCATION: FDA, CFSAN 5100 Paint Branch Parkway College Park, MD 20740 EVALUATION AND AWARD: The Government intends to evaluate proposals however; the Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. The award will be made to the party whose quote offers the best value to the government, technical and price. The Government may award this purchase order to other than the lowest priced technically acceptable quote.
