The US Army Medical Research Acquisition Activity, representing the Walter Reed Army Institute of Research, plans to procure a Vitros 350 Chemistry Analyzer through a sole source contract with Ortho-Clinical Diagnostics. This decision is based on the unique qualifications of Ortho-Clinical Diagnostics to meet specific requirements that cannot be fulfilled by other suppliers. The analyzer must utilize a test methodology that avoids the use and storage of hazardous chemicals, produce only non-hazardous waste to minimize exposure and disposal challenges, and operate without the need for drainage or liquid waste receptacles. These criteria ensure safety, ease of use, and compliance with facility constraints. This notice serves as an invitation for any other firms capable of meeting the requirements within the specified timeframe to submit written evidence of their capability within fifteen calendar days of the notice’s publication. Submissions must be detailed and sent via email to the designated Contract Specialist; phone inquiries are not accepted. While responses will be reviewed, the Government retains sole discretion over whether to proceed competitively. In the absence of any suitable responses, the contract will be awarded exclusively to Ortho-Clinical Diagnostics under the authority permitting sole source acquisition when only one responsible source is available.
