This contract is for the manufacture and delivery of collapsible chests, compliant with the military specification MIL-C-81808(AS) dated December 21, 1970. It is structured as an Indefinite Delivery Type Contract (IDTC) with established minimum and maximum quantity limits, aimed at total small business set-aside participation. Production lead time is specified as 120 days for the initial order and 90 days for subsequent orders, with deliveries to be made to locations in Tracy, California, and New Cumberland, Pennsylvania, on an FOB destination basis. The contract encourages competition among responsible sources and uses best value procedures including evaluation based on product demonstration models and past experience. Orders are limited by annual quantities, with a guaranteed minimum of 3,000 units and an annual estimated quantity of 15,000 units per contract period. The solicitation incorporates an online reverse auction process for price discussions, which will be detailed upon the issuance of the solicitation, anticipated around late September. All materials required for production must be furnished by the awardee, adhering to sourcing restrictions such as the Berry Amendment, which mandates the use of U.S.-origin materials for clothing and textile items. Vendors must register on the Defense Logistics Agency’s internet bulletin board system (DIBBS) to participate and can access technical data through designated web-based repositories. The point of contact includes designated contract specialists and officers for inquiries related to the procurement.
