Fiscal Year 2026 Flood Mitigation Assistance
Solicitation # DHS-26-MT-029-000-98
The Fiscal Year 2026 Flood Mitigation Assistance (FMA) grant program, solicitation number DHS-26-MT-029-000-98, is a federal funding opportunity administered by FEMA under the Department of Homeland Security. With total program funding of 400 million dollars and an expected 40 awards, the program aims to reduce or eliminate repetitive flood damage to buildings and structures insured by the National Flood Insurance Program (NFIP). Eligible applicants include states, U.S. territories, federally recognized tribal governments, and local governments. The program focuses on three primary objectives: building capability and capacity for future risk reduction, implementing localized flood risk reduction projects, and executing individual flood mitigation projects. Cost sharing is required for these awards, and the projected period of performance is 36 months from the date of the award. Applications must be submitted via the FEMA GO portal by February 26, 2027, at 3:00 p.m. Eastern Time. Applicants are required to maintain an active SAM.gov account, a Unique Entity ID (UEI), and an Employer Identification Number (EIN). FEMA utilizes a tiered priority system for awards, first funding eligible mitigation plans and technical assistance, followed by high-scoring project scoping subapplications, and finally other eligible subapplications based on their benefits to the NFIP. Evaluation is based on specific scoring factors, including the number of substantially damaged structures and active NFIP policies. Recipients must comply with the Build America, Buy America Act for infrastructure materials and adhere to strict environmental and historic preservation reviews. Performance is measured by targets including the selection of over 500 NFIP-insured properties and the avoidance of more than 900 million dollars in flood losses.

New Hampshire Clean Diesel Program
Solicitation # DES 2026-10
The New Hampshire Clean Diesel Program, administered by the Department of Environmental Services, is a solicitation for competitive grant applications to fund diesel emissions reduction projects within the state. With approximately 1,000,000 dollars available, the program operates on a rolling monthly basis to provide partial reimbursement for eligible projects. Eligible activities include the installation of EPA-certified remanufacture systems, EPA-verified idle reduction technologies, aerodynamic technologies, and low rolling resistance tires. A critical requirement for replacement projects is the permanent scrappage of old diesel units, which must be disabled by drilling a three-inch hole in the engine block and cutting through the frame rails. Additionally, electric vehicle supply equipment and certain idle reduction technologies must comply with Build America, Buy America sourcing requirements. Applications are evaluated using a 100-point scoring system, with bonus points available for alternative fuel use and projects benefiting priority New Hampshire communities. Non-profit and private entities must first pass a preliminary assessment by achieving a minimum impact score of four out of five regarding public and economic benefits. Because this is a partial reimbursement program, awardees must cover all project costs upfront and provide proof of payment to receive funds. Once awarded, replacement units must remain in service for at least five years to avoid potential reimbursement of the grant to the state. Recipients are also subject to a reporting schedule consisting of quarterly reports for two years followed by three annual reports.

AI Contract Overview

The City of Chester is seeking qualified firms, agencies, or organizations to provide litter, recyclables, and trash collection services across eight designated neighborhood areas. The contract, which spans two years with potential extensions, involves dedicating approximately 25 hours per month to collect and transport debris from these areas to city-provided dumpsters or bins. The selected organization will be responsible for supplying manpower, equipment, and supplies necessary for the monthly collection efforts. Additionally, the contractor will be expected to deliver high-level management reports each month, detailing collection volumes, issues encountered, and data to help the city identify repeat offenders and evaluate the program’s effectiveness. This initiative is designed to supplement the city’s existing waste management services, focusing on targeted clean-up efforts in specific neighborhoods rather than replacing current waste collection contracts for residents and businesses. The scope emphasizes the collection and movement of litter and recyclables from key areas to designated disposal points, filling a service gap that the city cannot currently address on its own. The contract value is estimated between $50,000 and $150,000, with proposals due by October 27, 2024.

Full Description

The City of Chester invites qualified firms, agencies, organizations to submit sealed electronic proposals via PennBid for litter, random recyclables, and overall random trash clean-up services, 25 hours per month, from 8 specific neighborhood areas. This is a two-year contract term opportunity with the possibility to extend for additional one-year terms. More specifically, the City is looking for a firm, agency, or organization to provide the manpower, equipment, and supplies to "monthly" COLLECT and MOVE litter, random recyclables, and random trash FROM eight key areas TO City-provided dumpsters/bins/facilities for the City to discard. In other words, the City is essentially looking for an organization, firm, or company to collect and move items, on a monthly basis (25 hours total per month), from Point A (eight key areas) to Point B (City-provided dumpsters/containers for the City to discard). Additionally, the firm, agency, organization to provide the City with (high-level) management data/reporting on a monthly basis to assist the City in articulating the success of this initiative (volume/weight collected/issues) and enable the City to crack down on repeat offender areas. (See "Scope of Work" for more details) OUT-OF-SCOPE: This City is NOT looking to replace, at this time, its current Waste Management Services contract for residents/businesses with this initiative. This Chester Cleanways initiative is, however, intended to fill the gap between what the current Waste Management company does not do and what the City cannot do at this time (i.e. walk the designated areas to collect and move rubbish/recyclables to designated City-provided dumpsters, etc.)
