The City of Delta is soliciting proposals for design, contract administration, and construction inspection services for improvements to the at-grade crossing at Chester Road on Annacis Island. Location map for the project is attached in Appendix D.Chester Road is classified as an industrial roadway. Vehicular traffic at the Chester Road railway crossing is currently protected by crossbucks and stops signs. The safety improvements are required to meet the transport Canada’s Grade Crossing Regulations and Standards, including roadworks and upgrades to an active warning system that incorporates flashing lights, bells and gates (FLBG).This assignment is to encompass but is not necessarily limited to the following deliverables within the required Engineering Services:• Prepare preliminary design for the railway crossing improvements for review by Delta and Southern Railway company (SRY), and prepare an engineering class “C” construction cost estimate;• Prepare detailed design and construction drawings which includes any feedback from Delta’s and SRY’s staff, and prepare an engineering class “A” construction cost estimate;• Prepare contract documents and specifications which are complete and concise;• Provide Contract Administration and Inspection of the tendered work which shall include: attending site meeting, review and approval of shop drawings, progress payment/contemplated change order reviews and site inspection, and;• Prepare Record Drawings following receipt of red-lined marked up drawings from the contractor. Record Drawings are to be sealed by a Professional Engineer.
