CHIC Roofing Framework

The CHIC Roofing Framework (FWK327), managed by Communities & Housing Investment Consortium Ltd, is a multiple-lot solicitation designed to provide comprehensive roofing services for residential, public, and commercial premises across the United Kingdom. The framework is structured into three specialized lots: Lot 1 for flat roofing, Lot 2 for traditional pitched roofing, and Lot 3 for specialist systems such as blue and green roofs. Each lot covers three distinct workstreams consisting of repairs and cyclical maintenance, planned roofing replacements, and complex roofing projects, including associated work on chimneys, guttering, and rooflines. The total estimated value of the framework is 158 million GBP, with individual lot estimates of 12 million GBP for flat roofing, 115 million GBP for pitched roofing, and 31 million GBP for specialist roofing. The framework is scheduled to run for four years from March 17, 2027, to March 16, 2031, though individual call-off contracts may extend beyond this term. Awards are based on a weighted criteria of 60 percent quality, 30 percent price, and 10 percent social value. Once established, call-off contracts will be awarded either through a competitive selection process or via a Direct Award Contract subject to a business case. The solicitation is open to all qualified providers, including small and medium-sized enterprises and voluntary, community, and social enterprises, with a maximum supplier fee of 4 percent. Tenders must be submitted electronically by December 18, 2026.
