Child & Youth Summer Camps

The Maryland National Guard Child and Youth Program is soliciting a firm-fixed-price contract to deliver two summer camps for military dependents, one for youth ages 6–13 and another for teens ages 14–17, scheduled for June 22–26, 2026 and August 3–7, 2026. The camps must be conducted in an all-inclusive wilderness or nature-based setting within 100 miles of Baltimore, Maryland, providing full lodging, meals, and structured leadership and life-skill building activities designed to build resilience and reduce risk-taking behaviors. The contractor is responsible for all supplies, equipment, and personnel necessary to operate the camps, ensuring a safe and family-friendly environment while complying with federal regulations on privacy, human trafficking, and quality assurance. Performance occurs at the awardee’s location, with inspection and acceptance conducted at the Maryland Army National Guard facility in Baltimore. The contract requires strict adherence to the Performance Work Statement, and award will be determined based on price and overall technical merit using a trade-off process, not a lowest-price, technically acceptable approach. The solicitation mandates compliance with a comprehensive array of federal acquisition regulations and security protocols, including prohibitions on telecommunications equipment from Huawei and ZTE, software from Kaspersky Lab and ByteDance, and business ties to the Maduro regime or Xinjiang Uyghur Autonomous Region. Contractors must implement robust data security measures under FAR 52.204-7012, adhere to whistleblower protections, maintain a code of ethical conduct, and ensure subcontractors flow down key clauses related to ethics, cybersecurity, and supply chain security. All offers must include a valid Unique Entity ID and CAGE Code in SAM.gov, and the contractor must guarantee key personnel commitments. Invoicing must be submitted electronically through Wide Area WorkFlow, and the contractor assumes full liability for any Personally Identifiable Information breach resulting from noncompliance with DFARS 224.103 or DoDD 5400.11. The contract includes no specified monetary value, but pricing is required as a firm-fixed-price quote with no option periods or additional terms outlined beyond the two designated camp dates.
