Children's Residential Intensive Services Program (ChRIS)

The San Bernardino County Department of Behavioral Health is soliciting qualifications through RFQ DBH 25-99 for the Children's Residential Intensive Services (ChRIS) program. This initiative seeks non-profit or business entities to provide Specialty Mental Health Services (SMHS) for youth within Short-Term Residential Therapeutic Programs (STRTP). Utilizing the Integrated Core Practice Model (ICPM), the program provides intensive treatment, including clinical services, crisis intervention, medication support, and targeted case management, to facilitate successful transitions to lower levels of care. Services are provided during placement and for up to two months following a youth's departure from an STRTP. The total aggregate funding available is 21.2 million dollars annually, with a contract term extending through June 30, 2031. The procurement process utilizes a Best Value Evaluation Process, weighting the program component at 100 percent based on the proposer's understanding of the target population, capacity, and facility layout. Proposals must be submitted by October 8, 2026, and must include a comprehensive package consisting of a supplemental application, certifications, a detailed narrative, and a statement of experience. Awarded contractors must adhere to strict regulatory standards, including the Americans with Disabilities Act, the Trafficking Victims Protection Act, and specific medication storage and labeling laws. Performance is monitored through periodic program reports, billing data, and on-site visits by the DBH Program Manager to ensure compliance with clinical guidelines and physical plant upkeep.
