The Contractor is required to provide and maintain commercial fiber-based internet services at two locations within Fort Bliss, Texas: the Mendoza Soldier Family Care Clinic and the WBAMC East Clinic, ensuring each connection delivers reliable bandwidth between 200Mbps and 500Mbps. All work must be performed on-site at Fort Bliss, with the Contractor maintaining a physical presence to access and service the infrastructure. The services include installation, configuration of network equipment including routers and security cameras, ongoing technical support for non-government-caused outages, and quarterly updates to a service contact list. A dedicated account manager must be designated within ten days of award and remain available during standard business hours for contract coordination. The contract is structured with a base period from August 1, 2026, through July 31, 2027, and includes four option years extending through July 31, 2031, with the Government retaining the right to adjust the number of connections via formal modification. Invoicing is to be submitted monthly through the Wide Area WorkFlow system as a single consolidated invoice covering all accounts, with payment processed via electronic funds transfer using DoDAAC identifiers to be determined at award. Organizational conflicts of interest must be disclosed immediately, and the use of former DoD officials is restricted.
